Healey flags welfare reform and mayor-led apprenticeship plan for budget

John Healey signalled Labour will make another push for welfare reform, while also laying out new job-focused apprenticeship plans in his first conference speech as chancellor, with next month’s budget framed around fiscal discipline.

Healey announced a local apprenticeship service led by mayors, targeted at young people, saying the program is intended to deliver “thousands more apprenticeships” across the country.

At the same time, the chancellor indicated that job support would come alongside welfare changes designed to incentivize employment and curb a soaring benefits bill, positioning benefits as a bridge to work for those able to find employment.

The Guardian reported Healey warned that the upcoming tax-and-spending event would need to account for a challenging global backdrop.
