California Gov. Newsom signs bills tightening cold storage rules

The new laws raise local governments’ fines for certain health and safety violations and require contingency funds for large cold storage facilities, with full statewide application beginning July 1, 2028.

California Gov. Gavin Newsom has signed two bills aimed at cold storage warehouses after a June fire in Boyle Heights that burned for about a week, according to Bisnow.

Senate Bill 716 increases the fines local governments can levy when nonresidential buildings over 20,000 square feet commit health and safety violations. It applies immediately to Los Angeles County, then becomes statewide on July 1, 2028.

Assembly Bill 817 requires eligible cold storage facilities to maintain contingency funds as a condition of receiving a building permit for a new facility over 20,000 square feet. Bisnow reports it initially limits its effect to the Boyle Heights site and the permit to rebuild the burned facility, then goes into statewide effect on July 1, 2028.
