UK Prime Minister Burnham outlines social contract and electoral reforms

Burnham said funding for new social housing, education, and elder care would come from shifting money away from welfare and pension spending.

The Associated Press reports that newly appointed UK Prime Minister Andy Burnham used his first major speech to describe a sweeping plan for a “new social contract for the 21st century,” including reforms to the electoral system and a reset of Britain’s relationship with European neighbors.

Burnham, speaking at the centre-left Labour Party’s annual conference, acknowledged that economic constraints pose a major political risk to delivering the agenda, saying “small things” will not be enough in difficult times.

In laying out priorities, he called for more social housing, better education, and more affordable care for the elderly, while warning that the required money would have to be sourced from welfare and pension spending.
