High mortgage rates are limiting homeowners' ability to move or remodel

According to CNBC Real Estate, many homeowners are unable to use HELOCs because borrowing costs are too high, even when they want to remodel.

CNBC Real Estate says high mortgage rates have left many homeowners staying in homes they might have moved out of during the low rate period.

The outlet reports that the same rate environment is also making renovations harder to finance.
