CFTC issues proposal for retail margin crypto rulebook and new exchange tier
The CFTC’s notice would create a separate exchange registration category for retail crypto trading and codify delivery to a self-custody wallet within 28 days as an exception to on-exchange trading.
The Commodity Futures Trading Commission published an Advanced Notice of Proposed Rulemaking that would set out a new federal rulebook for retail crypto trading, including activity on margin, leverage, or financing, and it would also establish a new exchange registration category tailored to that use case. The Defiant reports that CFTC Chairman Michael Selig characterized the proposal as a federal option rather than a mandate.
The notice would also codify delivery to a user’s own non-custodial wallet within 28 days as an exception to on-exchange trading, according to The Defiant. The CFTC is asking for public comment as it develops the framework.
