Hong Kong updates guidance against grade retention for some students

The Education Bureau says schools should consult parents via a team that can include an educational psychologist, and add psychiatrists when necessary.

Hong Kong education authorities have revised guidance telling subsidised schools not to require students with special educational needs or severe mental illness to repeat a grade, warning the practice could worsen students’ adjustment difficulties, according to SCMP Economy.

The updated School Administration Guide says repeating a grade can aggravate social and emotional adjustment difficulties and raise mental health risks, and it was updated in August before drawing media attention on Tuesday.

For schools considering grade retention, the guide says they must consult parents through a team of professionals, including an educational psychologist.

It also calls for the team to involve the school’s student support team and teachers, and to include psychiatrists when necessary.
