Hong Kong may adjust cross-harbour tunnel tolls as congestion changes
Transport authorities said total traffic across the three harbour crossings has already surpassed the pre time varying toll peak, and some peak queues still spill onto connecting roads.
Hong Kong transport authorities said the city could adjust tolls for its three cross harbour tunnels after traffic volumes surpassed the peak level seen before time varying charges were introduced, about 2½ years ago, according to a Transport Department paper submitted to the Legislative Council.
The paper said tolls would need to stay flexible because queues during some peak periods were still spilling onto connecting roads and non tunnel lanes, even though overall peak hour conditions have remained better than before the scheme began.
Authorities added that congestion at certain times continued to affect routes outside the crossings, including non cross harbour traffic, and said future changes to the time varying toll structure may be needed as conditions shift.
The department also warned that the behavioural impact of the initial toll levels would gradually diminish as economic growth and inflation continue, potentially reducing the scheme's effectiveness in managing traffic.
