Hong Kong says MTR can build Pak Shek Kok station without subsidies
The government plans to grant MTR development rights at two sites, with construction slated to start in 2028 and completion targeted for as early as 2033.
Hong Kong’s Secretary for Development Bernadette Linn Hon-ho said the Pak Shek Kok station on the East Rail line will be built without government subsidies, as the project would be funded through the rail-plus-property model. According to SCMP Economy, Linn said authorities have agreed to grant MTR Corporation development rights for two sites, one in Pak Shek Kok and another in Ma On Shan, to support the station project.
Linn said the rail-plus-property approach is intended to fully cover construction costs, even though MTR’s detailed design and cost estimates had not been finalized. She added that the land grants are structured to reflect the project’s full costs, and changes should not require government funding if assessments are properly conducted.
SCMP Economy reported that the government unveiled plans earlier this week to build the station between Tai Po Market and University stations. Construction is expected to begin in 2028, with completion targeted for as early as 2033.
