Fiscal pivot and GPIF flows reshape Japan yields and USD/JPY outlook
The plan targets ¥370tn in combined public-private investment by fiscal 2040 and includes shifts in JGB demand, including Japanese insurers buying a net ¥630.5bn of over-10-year bonds in June.
BNY’s Geoff Yu said Japan’s new economic and fiscal guidelines under Prime Minister Sanae Takaichi mark a shift toward more proactive, strategic spending, with an explicit move away from a single-year primary surplus goal. The Cabinet approved guidelines that treat the next fiscal year beginning in April as the first year of “responsible and proactive” spending and targets ¥370tn of combined public-private investment by fiscal 2040, with semiconductors highlighted among 17 focus areas.
Yu added that the framework changes the balance of Japan’s public-debt trajectory by aiming to steadily lower the debt-to-GDP ratio over time rather than relying on near-term consolidation. The government also reiterated that monetary policy remains the Bank of Japan’s responsibility, while it targets real growth above 1.0% and nominal growth above 3.0%, with a possible food tax cut decision expected by early August.
On rates and currency implications, the report noted that GPIF and insurers are increasing domestic and super-long JGB exposure. It pointed to insurers buying a net ¥630.5bn of JGBs with maturities over 10 years in June, the largest amount since July 2023, signaling stabilizing demand as long-dated yields become more attractive.
The piece also said overseas investors sold the most 2-year and 5-year notes since December 2022, citing weaker demand after the BoJ raised rates in mid-June and indicated further hikes if warranted, factors that can feed into USD/JPY rate dynamics. It also cited proposals to expand tax-free investment options to include government bonds and comments encouraging GPIF to raise investment in Japanese financial assets.
