Senate nears deal on Clarity Act ahead of August recess
Senator Kevin Cramer said the enforcement approach is shifting toward the Department of Justice as lawmakers weigh how the bill will be challenged and applied.
Senate negotiators are “almost there” on the Clarity Act, a crypto market structure bill, with lawmakers working to pass it before the August recess, according to Bitcoin Magazine.
Senator Kevin Cramer said a key compromise centers on enforcement, describing an emerging agreement that the Department of Justice would be the prevailing enforcer, rather than giving state attorneys general a prominent role.
Cramer linked the dispute to broader ethics and enforcement fights tied to President Trump’s crypto ventures, including previously floated language that would allow state attorneys general to sue exchanges that list tokens issued by public officials.
He said the Senate has “a couple more weeks” before the recess, and noted another sticking point beyond enforcement involves how the bill defines securities intermediaries, while lawmakers continue to review amendments including ethics and enforcement provisions.
