Tokio Marine HCC International names Gülsah Dagdelen head of cyber

The role starts July 1, leading a 22 specialist team, as the insurer points to rate softening and rising claims activity in cyber.

Tokio Marine HCC International has appointed Gülsah Dagdelen as head of cyber, international, effective July 1. She succeeds Xavier Marguinaud, who built TMHCCI's cyber offering over the past decade and has since left the business, according to the insurer.

Dagdelen previously joined TMHCCI in 2013 as a financial lines underwriter and moved into cyber in 2019. The company said she brings close to two decades of technical and commercial underwriting experience, and she will lead a team of 22 specialists, including a dedicated cyber security unit.

TMHCCI said its cyber practice has expanded alongside sustained growth in demand for cyber insurance cover. It also published its sixth consecutive annual Top 10 Cyber Incidents report in early 2026, citing ransomware, technology supply chain compromise, and cloud concentration risk as defining themes for the cyber reinsurance and insurance market.

The appointment comes as the cyber insurance market faces rate softening alongside rising claims activity. Munich Re has estimated the global cyber market at $15.3 billion in 2024 and projected premiums could more than double by 2030, referenced in TMHCCI's related discussion of market outlook.
