TMHCCI names Gülsah Dagdelen Head of Cyber, International

Dagdelen, effective 1 July 2026, succeeds Xavier Marguinaud and will lead a 22-specialist cyber team as demand for cyber insurance grows.

Tokio Marine HCC International (TMHCCI) has appointed Gülsah Dagdelen as Head of Cyber, International, effective 1 July 2026. She succeeds Xavier Marguinaud, who has held the role since 2020 and helped build TMHCCI’s cyber offering from a single Financial Lines line into a dedicated international practice over the past decade, according to Reinsurance News.

The insurer said Dagdelen will lead TMHCCI’s Cyber team as the business builds on its underwriting experience and continues to expand its international cyber practice. She joined TMHCCI in 2013 as a Financial Lines Underwriter before moving into cyber in 2019, and most recently served as Cyber Underwriting Manager for continental Europe, the Middle East and Africa.

TMHCCI said its cyber team has grown steadily alongside increasing demand for cyber insurance, and now totals 22 specialists, including a dedicated Cyber Security team. The company said Dagdelen’s promotion reflects continuity in its underwriting approach and the relationships it maintains with long-term brokers and clients, while CEO Thibaud Hervy said she has been central to building the cyber practice.

Dagdelen said she is proud of what has been built and is set to lead the team through the next phase as the cyber risk landscape becomes more complex. TMHCCI also noted the cyber team’s reputation for disciplined underwriting, consistency, and a specialist approach, and it thanked Marguinaud for his contributions.
