Zurich Municipal launches insurance for England shadow authorities
Coverage includes property and liability, with limits up to £10 million, and is priced as a 12-month policy for shadow bodies preparing council mergers.
Zurich Municipal has launched a new insurance product for England’s shadow authorities that manage preparations for local government reorganization, as more than 200 local authorities are expected to be abolished or merged and their services, contracts, assets, and employees transferred to newly formed unitary councils.
The Zurich Shadow Authority Insurance is designed for entities that are legally separate from existing councils, and it includes property, business interruption, employers’ liability, public liability, officials’ indemnity, and libel and slander coverage. Limits cited by Zurich include £10 million for employers’ and public liability, £1 million for officials’ indemnity, and £500,000 for libel and slander.
Zurich said the policy is issued for a 12-month period and is based on its Zurich Select coverage, currently used by county, district, and borough councils. It is already being adopted by two shadow authorities in Surrey, with the new councils scheduled to become operational on April 1, 2027, while other reorganized councils are expected to launch one year later.
The insurer said the five-year arrangement provides over $400 million of cross-class property, casualty, and motor capacity, and it positioned the product as enabling a modular core cover approach within the structure on Acturis. Zurich also highlighted an expansion of its Club Blue broker program to include 167 brokers, along with features such as a dedicated underwriting, sales, and admin team and post-issue support, according to Coverager.
