Universal Insurance Q2 profit rises as Florida legal reforms reduce losses

Universal said Florida legislation lowered its net loss ratio to 64.8% and pushed the combined ratio down to 91.6%.

Universal Insurance Holdings reported a sharp jump in second-quarter profit, crediting Florida’s recent litigation reforms with improving claims and loss trends. The Florida-based insurer said net income available to common stockholders rose to $59.2 million, up 68.7% from $35.1 million a year earlier, while its net loss ratio fell 7.5 percentage points year-over-year to 64.8%.

The improvement also narrowed underwriting losses, with Universal’s combined ratio dropping 6.2 points to 91.6%. Direct premiums written increased 4.1% to $621.3 million, with growth of 0.8% in Florida and 14.4% across other states, suggesting profitability remains most dependent on Florida while expansion shifts largely outside the state.

CEO Stephen J. Donaghy attributed the results to Florida’s 2022 to 2023 legislative reforms. He said the homeowners insurance market has stabilized, the company’s litigation inventory has fallen back toward pre-crisis levels, and it believes its reserves provide a margin above expected ultimate losses.

The report also cited independent state and industry data: Florida’s share of nationwide homeowners insurance lawsuits fell from 79% in 2020 to 41% in 2025, and the state’s domestic property insurers posted a pooled combined ratio of 83% in 2025, the lowest in more than a decade. Shares of Universal rose 10.43% to $41.61 after the results, and adjusted earnings beat the Zacks Consensus Estimate of $1.43 per share by 28.7%, while revenue of $427 million topped the consensus $382 million, according to Insurance Business.
