Philippines explores Ukraine drone partnership amid South China Sea tensions
Manila said talks began in Kyiv on July 24 on a potential drone deal covering co-production, technology exchange and cybersecurity cooperation.
Ukraine’s use of low-cost, adaptable drones to slow Russia’s advance has drawn interest from other countries seeking faster military modernization, with the Philippines among the latest to examine what it could learn from Kyiv as South China Sea tensions persist, according to SCMP Economy.
SCMP Economy reports that some analysts view a proposed drone partnership with Ukraine as a potential game changer for Manila, pointing to a quicker route to more agile, asymmetric capabilities. Other observers cautioned that the Philippines should first assess whether Ukraine’s battle-tested drone tactics fit the maritime “grey zone” involving surveillance and coastguard encounters.
The diplomatic groundwork was laid on July 24, when Ihor Zhovkva, deputy head of the Ukrainian president’s office, met a Philippine delegation led by Undersecretary of National Defence Salvador Mison on his first official visit to Kyiv.
SCMP Economy adds that a statement from the Ukrainian president’s office said the two sides agreed to begin work on a possible drone deal, expanding a defense relationship that has been developing since Ukraine floated a memorandum of understanding last year covering drone co-production, technology exchange and cybersecurity cooperation.
