Hong Kong faces wealth management risk as China tightens offshore tax rules

Beijing has rolled out multiple measures to tighten cross border financial flows, aiming to curb tax avoidance and capital flight, raising concern that some wealth could shift away from Hong Kong’s wealth management industry.

Hong Kong has long benefited from managing the wealth of Asia’s elite, including wealthy Chinese setting up family trusts and millionaires moving to the city for access to free capital flows and a trusted legal system, according to analysis published by the SCMP Economy.

The article says that over the past few months, Beijing has introduced a series of measures designed to tighten controls on cross border financial flows, with the stated goal of preventing tax avoidance and capital flight.

Some analysts cited by SCMP Economy said the tighter offshore tax approach could disrupt, or even redirect, capital into Hong Kong’s wealth management business, which the piece presents as a central part of the city’s long term appeal to wealthy individuals.

Still, the article notes that analysts believe Hong Kong may benefit over the long run, despite near term uncertainty about whether new rules reduce inflows into its wealth management industry.
