Cigna names stop-loss executive to lead Northern California market push
The appointment, effective August 10, covers employers with up to 2,999 employees as the insurer targets the broker-heavy middle and select market tiers.
Cigna Healthcare has named Luke Cirkovic general manager for its Northern California market, a move aimed at strengthening the carrier’s push into the employer segment. Insurance Business reports the role places a stop-loss and multi-line specialist at the center of efforts focused on broker activity in the region.
The appointment takes effect August 10 and covers employers with up to 2,999 employees, aligning with Cigna Healthcare’s emphasis on the middle and select market tiers that the company described as its primary growth engine. In Q2 2026, Cigna reported total medical customers of 18.4 million, up 2% from year-end 2025, with gains in those tiers offset by a decline in national accounts.
Cigna’s strategy reflects broader portfolio changes, including the 2025 sale of its Medicare Advantage business and an announced plan to exit individual and family plans at year-end 2026. On the Q2 earnings front, the company said pre-tax adjusted earnings rose 17% year over year to $1.3 billion, supported by improved margins in its US employer business.
Cirkovic brings more than 20 years of experience in employer-sponsored health benefits, including recent work as vice president of client development for Anthem National Accounts at Elevance Health. Insurance Business notes that the stop-loss market is facing sustained pricing pressure, with elevated costs expected to persist through 2027.
