SEC to consider Regulation Crypto framework in Aug. 14 open meeting
The SEC plans to weigh a release that could create a tailored capital-raising path for certain digital-asset offerings, with decentralization potentially leading to an exit from SEC oversight.
The U.S. Securities and Exchange Commission will hold an open meeting on Aug. 14 to consider whether to propose a new regulatory framework for crypto projects, under an approach the agency calls Regulation Crypto, according to Decrypt. The proposed framework is designed to let some digital-asset projects raise capital without full securities registration, provided they follow conditions described by the SEC. The plan would also offer an eventual path out of SEC jurisdiction once projects decentralize. The meeting follows the Senate’s failure to move forward with the Digital Asset Market Clarity Act before its August recess, leaving the SEC to address uncertainty through rulemaking rather than additional staff guidance. Decrypt reports the initiative is expected to be the SEC’s first durable industry rule, not just another staff statement. SEC Chair Paul Atkins has previously pushed a Regulation Crypto Assets approach built around exemptions rather than enforcement, including a “startup exemption” concept discussed in earlier remarks. The notice posted Aug. 10 did not publish fundraising thresholds for any such exemption, and Decrypt says a final rule is still months away.
