Sanctioned Russian insurer AlfaStrakhovanie reportedly funds tanker salvage off Oman

Lloyds List says the response required sanctions waivers before salvors could access money tied to the insurer, as seven of the tanker's 12 cargo tanks are reported leaking amid severe weather.

Insurance Business reports that a sanctioned Russian insurer, AlfaStrakhovanie, is understood to be funding the cleanup response for the stricken Suezmax Caroline Bezengi off Oman, but only after sanctions waivers were obtained to allow salvors to engage with a designated entity's funds.

The outlet says seven of the tanker’s 12 cargo tanks are reported leaking, and the stateless vessel risks breaking apart in 40-knot winds and four-metre swells associated with Oman's Khareef monsoon, noting it has not independently verified those specific figures beyond Lloyds List’s reporting.

Insurance Business adds that AlfaStrakhovanie was sanctioned by the EU in December 2023 over insuring vessels moving Russian crude, and the UK added it to its list in November 2024. The outlet says the EU's General Court rejected the insurer’s bid to overturn the designation in a February 2026 ruling.

The story also notes that transactions involving sanctioned entities are generally barred without specific licenses, even when aimed at environmental or humanitarian response, and that it was not confirmed which regulator issued the waiver or how broad it is. Reuters is cited as reporting that risk consultancy Ambrey has contracted an international oil-spill response firm and deployed vessels, aircraft, and about 100 tons of equipment.
