Hong Kong suspends contractors over Queen Mary Hospital lift defects
Officials said poor performance has affected 24 of 28 newly installed lifts in Clinical Block 1 and delayed services in the HK$15.15 billion redevelopment.
Hong Kong authorities have suspended the main contractor and a lift subcontractor from bidding on public works over defects tied to the redevelopment of Queen Mary Hospital’s new clinical block, according to the Hong Kong Architectural Services Department. The suspension follows findings that most of the newly installed lifts were unreliable, with the problems contributing to delays to the project’s service launch. The department said the contractors’ poor performance was reflected in assessment reports and that they must bear the full cost of remedial works, with potential claims for losses related to delays. The first phase main contractor was identified as the Paul Y-Able Joint Venture. The lift subcontractor, Anlev Elex Elevator, is described as a subsidiary of ATAL Engineering Group, which was founded by Otto Poon Lok-to, the husband of former justice secretary Teresa Cheng Yeuk-wah. In its statement, the department cited issues including damaged electronic components, faulty wiring connections, and poor installation workmanship. It said these problems affected 24 of the 28 newly installed lifts in Clinical Block 1.
