Binance data sharing linked to arrest of Ukrainian donor in Russia

The exchange provided personal and passport details for Yuri Belenkiy, who was detained in September 2025 and is awaiting trial.

CoinDesk reports Binance provided customer information to Russian authorities that was later used to detain an IT specialist linked to donations supporting Ukrainian groups. The article says Yuri Belenkiy was detained in 2025 after Binance handed over his personal details, including passport information and address, to Russian investigators.

According to CoinDesk, Binance identified Belenkiy as the source of transfers worth more than $700, citing Reuters reporting based on law-enforcement documents. The account also alleges Binance supplied data such as date of birth, phone number, and copies of a Russian passport and Bulgarian residency permit.

The article states Russian authorities alleged Belenkiy made payments between January 2023 and March 2024 following an appeal by exiled Kremlin critic Arkady Babchenko. Investigators said the funds were intended for the Ukrainian military and a group associated with the Azov Brigade, which Moscow classifies as a terrorist organization.

Binance said it cooperates with lawful requests but has said it requires a valid court order, police order, or warrant before providing user information in a criminal investigation. CoinDesk adds that Binance exited the Russian market in 2023, selling its Russian business to CommEX, and declined to comment on whether the disclosure may have breached European data protection rules.
