OCC aims to finalize stablecoin rules by November under GENIUS Act
The OCC says it has received public comments and revised its initial proposal, with final rules expected by November so it can begin processing applications in the new year.
The Office of the Comptroller of the Currency is moving to finalize stablecoin rules by November to implement the federal stablecoin framework created by the GENIUS Act, according to The Block. OCC Comptroller Jonathan Gould said the regulator wants to publish the final rule by then so it can start processing applications in the new year.
Gould said the OCC received comments on its initial proposal and made changes. The OCC had earlier sought feedback on a 376-page rule that clarifies its jurisdiction over stablecoin regulation, including capital and liquidity requirements tied to risk management, The Block reported.
The GENIUS Act was signed into law in July 2025 by President Donald Trump. The framework calls for stablecoins to be fully backed by U.S. dollars or similarly liquid assets, requires annual audits for issuers with market capitalization above $50 billion, and sets guidelines for foreign issuance.
The OCC and other agencies had been directed to finalize rules by July, but missed that deadline, The Block noted. Gould indicated the agency is trying to accelerate implementation, with the November target set for the OCC final rule.
