California Senate advances bill targeting commercial plan-check delays
The bill would let applicants use a qualified third-party plan checker, at their own expense, only after a prolonged review delay, while local agencies keep final permitting control.
California’s Senate has unanimously approved an industry-backed bill aimed at shortening commercial permitting plan-check timelines, which have stretched into months, not weeks.
ConnectCRE reports the measure, Assembly Bill 2418, was introduced by Assemblymember Mark Gonzalez, and is sponsored by the California Business Properties Association with support from BOMA Greater Los Angeles, BOMA California local associations, and NAIOP SoCal, along with the Commercial Real Estate Development Association California.
The legislation would allow applicants to bring in a qualified third-party plan checker at the applicant’s expense after an extended review delay, with local agencies retaining authority to set reviewer qualifications, determine project eligibility, and make final permitting decisions.
The bill now heads back to the State Assembly for a concurrence vote on recent Senate amendments before going to the Governor, according to ConnectCRE.
