HKU associate professor charged over alleged HK$2.2m IT contract bribes

Prosecutors allege the university purchases involved procurement orders worth more than HK$10 million between August 2023 and June 2026.

An associate professor at the University of Hong Kong has been charged by Hong Kong’s corruption watchdog over allegations that he received HK$2.2 million, or about US$280,500, in bribes tied to information technology education procurement contracts.

According to SCMP Economy, the Independent Commission Against Corruption prosecuted Gary Wong Ka-wai, 45, with nine counts of conspiracy for a public servant to accept advantages, and charged two additional related defendants: Huen Man-ho, 56, director and shareholder of education service providers Immersive Learning and Koding Kingdom, as well as Huen’s wife, Joel Chu Wai-yi, 57, and his nephew Cheung Chun, 26, in connection with fraud allegations.

The alleged conduct took place between August 2023 and June 2026, when Wong served as director of HKU’s Centre for Information Technology in Education, a role that included promoting IT use in education using grants from bodies including the Hong Kong Jockey Club Charities Trust and the government’s Quality Education Fund.

SCMP Economy reported that the ICAC said Wong and Huen allegedly agreed Wong would receive a reward of 10% to 50% of the purchase order value after projects were awarded, and that the total value of the purchase orders exceeded HK$10 million.
