U.S. accuses 40-plus countries of aiding China tariff evasion
The White House white paper, dubbed the Great Transshipment Scam, categorizes Azerbaijan, Georgia, Kazakhstan, and Uzbekistan as Tier III states tied to transshipment weak links.
The United States, according to a Trump Administration white paper, has identified more than 40 countries, including Azerbaijan, Georgia, Kazakhstan and Uzbekistan, as alleged accomplices in efforts by China to evade U.S. tariffs while keeping exports bound for the United States.
The report, titled the Great Transshipment Scam, says China is involved in mercantilist practices that conflict with World Trade Organization principles, and it describes how Chinese-led networks operate as well as countermeasures the administration is taking.
It divides involved countries into three tiers, with Azerbaijan, Georgia, Kazakhstan and Uzbekistan named as Tier III states, defined as smaller economies with lower absolute transshipment volumes but specific weak-link advantages such as low-cost labor, free zones, port or border access, bonded warehousing, niche assembly capacity, or limited customs enforcement.
The naming and shaming could complicate diplomatic relations, the outlet notes, adding that any U.S. move to tighten tariff enforcement may create friction in foreign capitals while the White House pursues other economic and geopolitical initiatives.
