Apec framework urged to narrow widening AI gap between rich and poor

Speakers at a China conference warned that many Global South countries lack the infrastructure and talent to use AI effectively, while UNCTAD data points to rulemaking concentrated among a small set of nations and about 100 corporations.

A conference in southern China highlighted concern over a widening AI gap between advanced economies and developing countries, with speakers calling for the Asia-Pacific Economic Cooperation framework to support more open and culturally sensitive AI governance.

According to SCMP Economy, attendees said many Global South countries still lack the infrastructure and talent needed to harness artificial intelligence, raising the risk that innovation benefits only a limited number of countries and businesses.

Speakers argued that any inclusive approach should be built into planning rather than treated as an afterthought, and proposed steps including joint programmes and making use of Apec’s flexible structures.

SCMP Economy also cited UN Conference on Trade and Development figures showing global AI rulemaking and the broader AI landscape are concentrated among a small group of nations and roughly 100 corporations.
