Toilet paper prices may jump as Canada retaliates in tariff fight

Canada plans 25% to 50% tariffs on toilet paper and face tissue stock starting 8 September, after US tariffs are set to begin on nearly 900 goods.

The Guardian Business reports that a breakdown in US-Canada trade negotiations is setting up a new tariff round that could push up consumer prices, with paper products among the most affected categories.

Canada’s prime minister, Mark Carney, vowed to match US tariffs dollar for dollar and announced nearly 900 American goods will face 25% to 50% tariffs starting 8 September. In retaliation, Canada is threatening 25% to 50% tariffs on “toilet paper or face tissue stock” from 8 September.

The report notes that even though many toilet paper and tissue products are made domestically in the US, they depend heavily on Canadian lumber for raw materials. It also cites Procter & Gamble, owner of Charmin, saying it would have to increase prices amid tariffs that were in place earlier.

The outlet adds that the US imported $328 million of toilet paper from Canada in 2024, making Canada the largest exporter of the product to the US, and that retailers including Costco source much of their paper products from the country. It also points to broader inflation concerns as the tariff fight expands to other goods, including Canadian liquor facing a 50% US tariff on items such as Crown Royal and Canadian Club.
