China’s 12345 hotline model aims to streamline citizen complaints
The system began in Shenyang more than 40 years ago and was transformed about 15 years ago as part of China’s e-government reforms.
China has been expanding the use of its five digit 12345 citizen hotline system to make local government services more responsive, with the approach designed to route everyday complaints to the right agencies rather than forcing residents to navigate departmental handoffs, according to content published by SCMP Economy.
The article describes how the hotline concept draws on earlier “one stop shopping” and e government ideas, including US style non emergency complaint lines such as 311 and online complaint systems, while arguing that successful implementation requires technical capacity to standardize complaints, route them accurately, track case progress, and close out issues.
