Kazakhstan plans to more than double oil refining capacity by 2040

The Energy Ministry said the capacity buildout would lift total refining to about 40 million tons per year by 2040, versus roughly 18 million tons now.

Kazakhstan plans to more than double its crude oil refining capacity by 2040 by expanding existing facilities and building a new major refinery, the country’s Energy Ministry said. The plan is tied to Kazakhstan’s government program for 2025 to 2040 aimed at boosting fuel output.

Kazakhstan currently has about 18 million tons of annual refining capacity. By 2040, it targets rising to 29 million tons per year through upgrades to operating refineries, with an additional 10 million tons per year expected from the new refinery for total capacity of about 40 million tons annually.

The ministry said the higher refining capacity would support greater fuel production, improve efficiency in domestic feedstock use, broaden the range of petroleum products, reduce reliance on imports for some products, and create opportunities for growth in the petrochemical industry.

It also cited recent performance and targets, saying last year Kazakhstan produced 15.47 million tons of fuel, exceeding the government goal by 6.3%. For this year, it plans slightly higher fuel output of 15.49 million tons.
