U.S. critical mineral mines face water limits despite permits

Arizona and Nevada mine operators must now prove water plans can last for decades as groundwater commitments can exceed long term supply.

Mining.com reports that the push to expand copper and lithium mining in the U.S. Southwest is increasingly constrained by water availability, not just permitting timelines. The outlet says some regions face a widening gap between legal rights to groundwater and the physical ability to secure enough water to operate mines for decades in dry basins.

The story highlights that Nevada has basins where legal groundwater commitments exceed estimated long term supply, while Arizona’s copper industry relies heavily on groundwater as Colorado River flows shrink. It adds that new and expanding projects include Lithium Americas’ Thacker Pass in Nevada and Ivanhoe Electric’s Santa Cruz project near Phoenix.

According to Mining.com, researchers and operators say the key risk is no longer whether a mine can win approvals, but whether its water plan will still work 20 to 30 years later. The outlet notes some companies are buying or leasing existing water rights, redesigning projects to use less water, or engineering around aquifers.

Mining.com also points to progress at several stalled projects, including Resolution Copper’s joint venture receiving a final record of decision in March and South32 securing a final federal decision for Hermosa in July. It adds that in Arizona a fully permitted Copper World project is moving forward with Mitsubishi after a $600 million deal, while in Nevada a federal court upheld Ioneer’s Rhyolite Ridge permit in March and Thacker Pass moved into peak construction, amid the broader water pressure.
