CZ highlights stablecoin exit limits amid Kyrgyzstan sanctions

Kyrgyz officials set a three-month deadline for new crypto rules, while USDKG’s UK-linked issuer structure leaves retail redemption reliant on trading counterparties.

Changpeng Zhao, also known as CZ, visited Kyrgyzstan on September 5, attending the country’s crypto council meeting as President Sadyr Japarov set a three-month deadline for new regulations. CryptoSlate reports that officials discussed risks tied to international sanctions and how domestic approvals may not translate into access abroad.

At the meeting, Zhao praised progress including KGST, a circulating Kyrgyz stablecoin. CryptoSlate notes, however, that Zhao did not name USDKG, a separate gold-backed, dollar-pegged project whose issuer has been on the UK sanctions list since May.

The coverage points to USDKG as an example of how government backing can be constrained by cross-border legal limits. While the project’s framework describes state-linked components such as reserve management and administrative token controls, its published materials reserve direct redemption for institutional clients, and practical exit for retail users depends on trading with available counterparties.

Separately, the same Kyrgyz council process laid out timelines for regulators: the National Agency for Virtual Assets received assignments covering secondary regulations and possible amendments to the virtual-assets law, plus work on a digital licensing and supervision platform with pilot testing planned from January 1, 2027. CryptoSlate adds that the central bank was assigned to develop and pilot a basic digital-som platform by December 31, 2026, with testing and deployment extending into 2027, and that a Finance Ministry statement in November 2025 said USDKG was separate from KGST and the digital-som effort.
