Hong Kong medical watchdog rejects complaint time frame requirement

The Medical Council says it has no need to have target timelines for complaint steps set in law and says a dedicated working group is reviewing the medical registration amendment bill’s implications.

Hong Kong’s Medical Council has told lawmakers it does not see a need to set target time frames for specific steps in its complaints procedure as part of proposed medical registration reforms, according to a written submission submitted to the Legislative Council’s bills committee.

The council said the government’s amendments include making public target time frames and setting milestone dates for submissions of documents and inquiries, but it argued there is no need for those requirements to be stipulated in law.

In the same submission, the Medical Council chairwoman, Professor Grace Tang Wai-king, said a dedicated working group has been established to study details of the bill and assess its implications for the watchdog’s operations.

The council’s comments come as the government’s proposed changes also cover broader reforms to the watchdog’s operations, disciplinary sentencing, internal supervision, and membership make-up.
