Armstrong says the crypto Clarity Act will pass next week, Bitcoin bottom in

Coinbase CEO Brian Armstrong said the long awaited bill would clarify which digital assets are securities, commodities, or stablecoins and could unlock new capital as large firms integrate compliant stablecoin products.

Coinbase CEO Brian Armstrong said on CNBC that the long awaited U.S. crypto Clarity Act is likely to pass next week and that he believes bitcoin’s bottom is already in, framing recent price action as part of recurring four year-ish cycles.

Armstrong reiterated a bullish outlook, saying $400,000 by 2030 is a reasonable target, and noted bitcoin was recently trading near $77,318 per coin after a sluggish stretch in June and July followed by a surge in August.

He said the Clarity Act matters because it would lay out a framework to formally divide regulatory oversight, distinguishing which digital assets are securities, commodities, or stablecoins, after an August delay and ahead of expected Senate voting next week.

Armstrong pointed to prior stablecoin legislation as an example of how passing crypto rules can spur adoption, saying more than 150 large companies integrated stablecoins within three months after the Genius Act passed last year, and adding that he expects similar momentum if the Clarity Act clears.
