Los Angeles, Nevada and Larimer County win 2026 Theo awards for risk programs
The Theo Awards recognize 28 workers’ compensation programs, including Nevada’s opioid management effort across a workers’ comp plan with more than 900 open claims.

In Los Angeles, the awards cite a shift away from a reactive, adversarial workers’ compensation approach toward a collaborative model coordinated across 33 semi-independent city departments.
Nevada’s Risk Management Division is also recognized for building a multi-layered opioid management program, which the outlet says has reduced opioid prescribing across a Workers’ Compensation plan with more than 900 open claims.
The outlet also points to Larimer County’s risk manager Jeff Green, who over 17 years transformed a deficit-ridden, bare-bones workers’ compensation program by emphasizing transparency and partnership, and to the Theo Awards’ focus on honoring 28 programs nationwide.
