Philippine Senate ruling makes impeachment conviction threshold easier

The Senate said only senator-judges able to participate should be counted toward the two-thirds vote needed to convict.

The Philippine Senate, sitting as an impeachment court, ruled that only senator-judges who are able to take part in the trial should be counted when determining the threshold for conviction, SCMP Economy reports.

Because a two-thirds vote of the Senate is required to convict under the Philippine constitution, the ruling has made the math of reaching that threshold easier for the case against Vice-President Sara Duterte-Carpio.

Observers cited by SCMP Economy said the decision could intensify an already divisive impeachment battle in a process viewed by the public as deeply split.

The ruling was issued on Wednesday, ahead of the broader dispute over how the trial will proceed.
