Chancellor warns against rising welfare spending ahead of Budget

He said expanded Local Apprenticeships Service for mayors in England is intended to deliver thousands more apprenticeships for young people.

Britain's chancellor, John Healey, warned Labour against letting the benefits bill expand without providing young people with opportunities, speaking at Labour's annual conference in Liverpool ahead of next month's Budget. Healey said cutting welfare spending was more than an economic requirement, describing it as a moral duty, and argued that the best offer to young people was a first job with training and a wage rather than a benefit payment.

He announced an expansion of a Local Apprenticeships Service for mayors in England, which he said would deliver thousands more apprenticeships for young people.

Healey said the upcoming Budget comes as he faces pressure to cut public spending or raise taxes to help bring down government borrowing costs, adding that government promises would be based on fiscal discipline and that he and Prime Minister Andy Burnham are united on meeting fiscal rules.
