Nine insurers exit ACA marketplaces for 2027 plan year

Open enrollment for 2027 begins November 1, and Cigna’s departure would affect about 369,000 people in its marketplace states.

Insurance Business reports that, with ACA open enrollment for 2027 coverage beginning November 1, insurer withdrawals have increased to nine carriers as of September 15, according to KFF’s insurer participation tracker.

The article says the count had been six when brokers were previously warned about 2027 ACA premium increases, and it links the exits to a year of enrollment decline after enhanced premium tax credits expired at the end of 2025, which left a risk pool that became older and sicker.

Insurance Business adds that remaining insurers priced the worsening risk profile into their 2027 rate filings, and it highlights time-sensitive impacts from the five exits with the largest combined enrollment.

Among the largest departures, Cigna is leaving all 11 marketplace states affecting approximately 369,000 people, Baylor Scott and White Health Plan is exiting Texas covering roughly 100,000 enrollees, and CareSource is withdrawing from Indiana, Ohio, and West Virginia, with PacificSource leaving Idaho, Montana, and Oregon.
