Connecticut fines surplus lines brokers $855,670 in fiscal 2026

Connecticut also revoked 25 producer licenses and issued 26 individual fines tied to licensed professionals during the same fiscal year.

The Connecticut Insurance Department assessed $855,670 in penalties against surplus lines brokers in fiscal year 2026, up from $567,209 in the prior year, as part of its broader enforcement efforts, according to the department's annual results. The state reported 25 producer licenses revoked and 26 individual fines issued against licensed professionals as it pursued alleged misconduct in the industry.

The CID said the surplus lines penalty increase of roughly 51% comes as excess and surplus, or E&S, lines continue expanding, with surplus lines premium reaching $143.3 billion in 2025. Connecticut cited WSIA data showing the 2025 premium figure was up 10.4%, outpacing the broader US property and casualty market's 5.1% growth, as admitted carriers tighten underwriting appetite and more business shifts into E&S channels.
