Hong Kong says Northern Metropolis fast-track laws will run alongside EIA

Officials said the Environmental Impact Assessment Ordinance and the new Northern Metropolis legislation will both apply, requiring contractors to meet noise and environmental standards from both rules at the same time.

Hong Kong authorities said dedicated legislation meant to speed up the Northern Metropolis development will not supersede the city’s Environmental Impact Assessment Ordinance, with both sets of requirements expected to apply simultaneously to contractors, according to SCMP Economy.

In comments following a meeting of the government-appointed Advisory Council on the Environment, Environmental Protection Department assistant director Gary Tam Cheuk-wai said the ordinance and the Northern Metropolis laws will operate in parallel, meaning noise and environmental standards from both regulations must be met at once.

The authorities also described elements of the fast-track package, including establishing statutory firms, measures to speed up land resumption payments, and adopting new building technologies.

The meeting focused on streamlining procedures and requirements for construction noise permits within the Northern Metropolis area near the border with mainland China.
