Lloyd's council finds former CEO John Neal breached compliance rules

Lloyd's says the council identified governance failings tied to whistleblowing reports raised in November 2023, and it informed the UK Financial Conduct Authority after the findings.

Lloyd's Council has concluded that former chief executive John Neal breached the corporation's compliance rules and fell significantly below the standards expected of his role, according to a public statement.

The council said Neal and Rebekah Clement, Lloyd's former corporate affairs director, had a sufficiently close relationship during their employment that it could be viewed as a perceived conflict of interest. It found that neither disclosed the relationship, despite Lloyd's global compliance policy requiring disclosure of conflicts, including perceived conflicts.

The investigation found no conclusive evidence that Neal and Clement were in a romantic relationship during their time at Lloyd's, but it said senior Lloyd's individuals raised concerns with Neal more than once about the nature of the relationship. The report adds that Neal acknowledged the concerns and undertook to modify his conduct, and the council found no evidence of a material change afterward, while judgment, transparency, and accountability were each deemed deficient.

Lloyd's said it identified failures related to whistleblowing reports made in November 2023, with the issues identified in October 2025. The council judged Neal's failure to escalate the reports as a potential governance failure and said Lloyd's informed the UK Financial Conduct Authority in line with regulatory obligations.
