Bitcoin holds near $63,500 as CLARITY Act odds slide to 30%

Senate floor time is tight ahead of the Aug. 7 recess, and one analysis cited by CryptoSlate found CLARITY passage-odds shifts explained an average 4.3% of Bitcoin’s daily price variation.

Bitcoin has stayed near $63,500 despite a sharp drop in perceived odds that the Senate will pass the CLARITY Act, according to CryptoSlate.

The outlet said trading around $63,500 at press time sits above about $61,900 on June 5, when Galaxy Digital assessed passage this year at 60%. Those chances have since fallen to 30% as the Senate faces time constraints to advance the crypto market structure bill before its Aug. 7 recess.

CryptoSlate attributed the disconnect between weakening passage odds and Bitcoin price strength to the idea that traders may already be pricing legislative delay as the baseline. Charles Schwab, cited by the outlet, characterized BTC’s setup as “limited legislative downside with an embedded call option,” arguing enactment could still trigger a repricing tied to expectations for faster institutional adoption.

The piece also pointed to procedural and calendar friction in the Senate. CryptoSlate cited Anne Kelley, noting Senate floor time is a scarce resource, and described how invoking cloture can move a bill into a process that can consume up to 30 hours of post-cloture consideration unless senators accelerate by agreement. In its modeling, Schwab’s multivariate analysis found changes in CLARITY passage odds accounted for an average 4.3% of Bitcoin’s daily price variation.
