US rolls out AI Spark to boost American AI in Southeast Asia’s public sector

The initiative was unveiled as US Secretary of State Marco Rubio visited Manila and came alongside US$2.5 billion in strategic investments for the region.

Washington has launched an AI Spark initiative aimed at expanding American artificial intelligence systems in Southeast Asia, with a focus on public services and digital infrastructure, a move seen by analysts as a response to the region’s growing ties with Chinese AI providers.

According to analysts cited by SCMP Economy, Southeast Asian governments are unlikely to choose between the US approach and the Chinese model, with expectations that they will blend US know-how with Chinese and local systems to reduce dependence on any single vendor.

The program was announced on July 22 as part of a broader US push to advance “technologies of the future,” during the period of US Secretary of State Marco Rubio’s visit to Manila and meetings with Asean foreign ministers.

SCMP Economy reports that US Ambassador Kevin Kim said the US investments, totaling US$2.5 billion, would cover multiple categories but emphasized technology support, and that AI Spark would provide financial and technical backing for Southeast Asian governments interested in deploying the US’ AI stack for public sector applications.
