Russia extends diesel and gasoline export bans through 2027

The renewed order delays when most diesel, marine fuel, and gas-oil exporters can ship abroad, while Goldman Sachs estimates global diesel exports fell 35% in July.

Russia has extended export restrictions on gasoline and diesel through January 31, 2027, keeping key fuel flows constrained even after officials said domestic supplies were improving, according to OilPrice.

The new order covers gasoline, diesel, marine fuel, and gas oils. While producers may export diesel, marine fuel, and gas oils again starting September 1, other exporters remain restricted, and gasoline curbs continue.

OilPrice reports the earlier diesel ban started July 8 through July 31 after repeated Ukrainian drone attacks knocked refineries offline, contributing to fuel shortages and price spikes. Gasoline and jet fuel exports were already restricted, and exemptions include shipments under intergovernmental agreements or as humanitarian aid.

The extension includes additional measures for fuel availability, including a separate procedure through November 1 to help ensure farmers have enough fuel during harvest and steps aimed at securing supplies for state and local institutions. OilPrice also notes Goldman Sachs estimates global diesel exports fell 35% in July, or about 2.6 million barrels.
