Philippines arrests Maxipro official over alleged identity fraud

Authorities say the detained company president, Lawrence Ke Sy, allegedly misrepresented himself as Filipino, raising security concerns around power-grid contractor Maxipro.

The Philippines detained a Chinese national accused of posing as a Filipino for more than two decades, prompting renewed concerns that identity fraud could be used to gain access to sectors tied to national security, according to SCMP Economy.

Immigration authorities arrested Lawrence Ke Sy, president and majority shareholder of Maxipro Development Corp., on June 27, with the arrest disclosed to the public on Monday.

Maxipro is described as a contractor working on projects for National Grid Corp. of the Philippines, the privately owned operator of the country’s state power grid. Investigators presented documents they said were fraudulently obtained to support an alleged claim to Philippine citizenship, including a Philippine passport and civil records, and they also found an Alien Certificate of Registration Identity Card issued in 2009 identifying Sy as Chinese.

SCMP Economy reports that Bureau of Immigration spokeswoman Dana Sandoval said Sy is facing a case for alleged misrepresenting himself as a Filipino. The outlet also notes that the Bureau of Immigration said Securities and Exchange Commission records show Sy owned 88.8 percent of Maxipro shares in 2026, down from 98.8 percent in 2025.
