XRP drops after Senate delays Clarity Act on crypto market structure

The Senate left Washington without voting on the Clarity Act, pushing a market-structure decision to at least September as XRP slips 2.1% to around $1.02.

XRP fell 2.05% over the past 24 hours to $1.02, while the rest of the largest crypto tokens were mostly higher, after the U.S. Senate left Washington without voting on the Clarity Act. Decrypt said the delay pushed the market-structure vote to at least September, leaving XRP as the only major top 10 coin to close red.

The bill matters to XRP because drafts cited by Decrypt would classify crypto assets, including reclassifying XRP, Solana, and Dogecoin as non-securities. That would shift oversight to the CFTC, which crypto industry observers generally view as more favorable than the SEC.

Decrypt linked the latest move to the broader regulatory stakes for Ripple, noting that the Clarity Act is intended to settle questions over whether XRP should be treated as a security. The outlet also pointed to XRP’s technical setup, including trading inside a confirmed death cross, with the token priced around $1.028 and showing a grind downtrend since reaching about $3 in 2025.

In addition to the price action, Decrypt cited XRP’s technical indicators, saying its RSI reads 35.9, below the midrange that typically signals weaker momentum. Without a vote, the outlet said XRP faces continued legal uncertainty, since a statute would resolve the question for exchanges, custodians, and regulators at once.
