Russia drafts rules to let retail trade Bitcoin, Ethereum, and USDT

Non-qualified investors would be capped at 300,000 rubles in crypto purchases per year, and XRP remains excluded from the approved list for public trading.

Russia’s central bank has published a draft directive that would allow non-qualified investors to buy select cryptocurrencies through brokers and other intermediaries, with an annual purchase ceiling, according to Decrypt.

The draft would limit public exchange trading to three tokens, Bitcoin, Ethereum, and Tether’s USDT, while requiring all investors to pass a risk test first. Non-qualified investors would face a strict limit of 300,000 rubles per year on the total value of digital assets bought through a broker.

The Bank of Russia said the short list is based on liquidity and track record, citing criteria in a new federal digital currencies law, including market capitalization, average daily volume, and at least five years of pricing history on foreign platforms.

The directive also specifies that XRP is left off the approved list for now, pointing to prior regulatory trouble tied to the SEC’s case against Ripple and the token’s subsequent delistings and relistings.
