Contractor sues Tower Hill insurers, alleging claims-recovery scheme
The complaint says Tower Hill and affiliates settled hundreds of storm-damage claims, then sued to recover about $20 million that the contractor says was the same money, with treble damages sought.
A Florida roofing contractor, SFR Services and its owner, filed a federal lawsuit in Fort Lauderdale on August 13, 2026, targeting Tower Hill Insurance Group and affiliated carriers. The contractor alleges the insurers did more than dispute its storm claims, saying the carriers spent years trying to destroy its business.
According to the complaint reported by Insurance Business, the case traces back to Hurricane Irma in 2017. The contractor says the Tower Hill entities settled hundreds of storm-damage claims between roughly 2018 and 2022, and that it signed releases believing the disputes were finished, though the contractor argues the fight continued afterward.
The filing states that in 2020 the insurers sued in state court to recover what they had paid, seeking about $20 million, or roughly $60 million with treble damages, as characterized in the lawsuit. The complaint alleges the carriers “manufactured” alleged damages by settling first and then suing to recover the same money plus triple damages and fees.
The lawsuit also centers on how the insurers were staffed and managed. It alleges none of the carrier plaintiffs had any employees and that Tower Hill Insurance Group, as managing general agent, ran the litigation, including testimony cited in the filing that nobody reviewed the lawsuit before it was filed, along with claims-adjuster testimony that they treated the contractor’s claims like other hurricane claims and were never told of alleged fraud.
