Skanska, Stacy Witbeck win $2.43B contract for L.A. light rail line
The joint venture work covers 6.7 miles of street-level light rail, plus 11 stations and a 26-acre rail and maintenance facility.
Skanska and Stacy Witbeck have secured another contract to build part of Los Angeles County’s East San Fernando Valley Light Rail Transit Project, the Commercial Observer reports. The joint venture was awarded an additional contract by the Los Angeles County Metropolitan Transportation Authority, bringing the total value of the JV’s work to $2.43 billion.
The project calls for 6.7 miles of street-level light rail along Van Nuys Boulevard, running from Metro’s G Line north to San Fernando Road and passing through Van Nuys, Panorama City, Arleta and Pacoima. Plans include 11 stations, utility improvements and a 26-acre rail and maintenance facility.
Construction began in July, with completion targeted for December 2031. The contract is positioned as the construction component of a larger public investment, with Metro previously setting the overall project at $3.57 billion and securing an $893 million federal grant, while funding the remainder through Measure M and other state, federal and local sources.
Metro is also separately studying a 2.5-mile northern extension to the Sylmar/San Fernando Metrolink station. Commercial Observer adds that the East San Fernando Valley line fits into broader planned transit spending for the area, including a January selection of an underground heavy-rail alternative for the Sepulveda Transit Corridor, and Skanska’s recent role in completing the $2.4 billion first section of the L.A. Metro D Line subway extension.
