China’s tech autonomy hinges on defining its own AI direction, analyst says

China’s ability to set its own technological course, despite sustained US export restrictions, is central to how the US-China competition in artificial intelligence is likely to play out, according to an SCMP Economy analysis of a new book.
SCMP Economy reports that Zheng Yongnian, dean of the school of public policy at the Chinese University of Hong Kong (Shenzhen), made the case in his preface to The Rise of Atlas, using Huawei Technologies’ Atlas 950 SuperPoD computing system as an example.
Zheng said projects like the Atlas 950 SuperPoD matter less as a standalone milestone and more as evidence of how China adapts to external pressure, framing them as part of a broader effort to build institutional and industrial capacity.
He characterized technological autonomy as the ability to define a technological path, including the capacity to set standards, shape ecosystems, and coordinate hardware, software, and applications.
