Half of Hong Kong public bodies fail to disclose emissions data

A green group reviewed 82 public entities, finding 41 published emissions data while about eight used outdated emission factors that could skew reduction estimates.

The Green Earth says about half of Hong Kong government departments and public bodies have not disclosed greenhouse gas emissions data, and that some of the calculations rely on outdated inputs, according to SCMP Economy.

In a study of 82 public entities, the group found 41 published emissions data. It also found about eight entities based their figures on an outdated emission factor, a standard multiplier used to estimate greenhouse gas generated from activities.

SCMP Economy reports the issue can affect the accuracy of reported progress, citing that Hong Kong’s two utility providers, CLP Power and HK Electric, publish their own emission factors adjusted with changes in the energy mix.

The findings have prompted calls for stronger carbon reporting and setting reduction targets across the public sector to align with the city’s goal of achieving carbon neutrality before 2050, the outlet said.
